Estou a mudar. E não sou o único. Não deixei de acreditar. Mas as minhas convicções também não se encontram em territórios perfeitamente delineados. Dentro de dias farei anos, e se me confinasse a uma matriz definida estaria arrumado, seria um velho - mais velho do que o mero ano que irei adicionar à minha existência. Durante anos a fio fomos arremessados sem dó nem piedade de um sistema de valores políticos para o seguinte, de uma promessa grandiosa para um juramento ainda maior, e sem pudor, fomos aceitando essa modalidade de fé, essa religião política. Encontramo-nos agora num cruzamento, no confronto entre os medos, as expectativas, as convenções e preconceitos que se sedimentaram no nosso espírito e toldaram as nossas consciências. Somos adeptos de uma modalidade de descrença em particular. Por força da dependência crónica do juízo dos outros reduzimo-nos a unidades de conformidade, de passividade perante uma narrativa agora corroborada por eventos que alguns designarão de surpreendentes. No entanto, não existe nada de excêntrico na eleição de Trump. Os americanos esbanjaram tanto tempo para encarar a sua própria decepção. Não souberam repartir a tarefa de um modo gradual, faseado. Atingiram a velocidade de cruzeiro de uma máquina desgovernada, contrafeita. Pactuaram com os termos de identidade e residência em Washington dos demais actores da mesma epopeia de ascensão e apenas ascensão. Agora que a encomenda chega, o espanto parece ser a expressão facial mais corrente. Mas fomos nós que produzimos o estado da Nação, e seremos nós que iremos escrever os próximos capítulos europeus. Os discursos e a letra dos mesmos darão lugar a algo distinto, com grau de parentesco ou não. Somos simultaneamente responsáveis e testemunhas de um processo irreversível. Mas somos letárgicos, lentos. Sabemos sempre tarde demais como poderia ter sido, como desejaríamos que tivesse sido. A política assente na antecipação é uma natureza morta. Estamos sempre em dívida e estamos quase sempre atrasados. E como deixamos que outros tomem a dianteira, queixamo-nos de um modo injusto. Fomos nós que nos paralisamos em convenções e ideologias consideradas estanques e vitalícias.

EU Leave Commissioner

A União Europeia (UE), como tem sido o seu apanágio, não tem sido capaz de acompanhar os tempos em que vivemos. E estou a ser simpático. Ao longo das últimas décadas não soube edificar os pilares da Política Externa e de Segurança Comum ou tender para uma verdadeira União Fiscal. O esforço mercantil e económico não bastou para contagiar as demais dimensões. Os fundos estruturais pareciam ser a panaceia inédita. Pensaram eles que a religião dos mercados seria suficiente, que atirar dinheiro aos desafios serviria para dissipar o fosso económico e social entre os mais ricos e pobres. À época não havia desentendimentos. Não havia neo-liberais e menos neo-liberais. Não havia uma Esquerda ou uma Direita demarcada por regiões. Não havia uma zona Euro nem uma zona Deutsche Mark. Não havia grande diferença entre o político doméstico e o político de Bruxelas. Mas lentamente, sem grande alarido, o interesse nacional de cada Estado-membro foi subvertendo o idealismo de Monnet ou Schuman. Os países, Estados-membros, ou outros a caminho desse estatuto, foram alavancando o seu caderno de encargos, o seu rol de exigências, até desvirtuar a possibilidade de uma verdadeira união política, uma federação. E os anos da UE que foram passando serviram de pastagem para a expressão de um conjunto de reinvindicações económicas e sociais da parte daqueles que não foram capazes de reorganizar os seus modelos societários. Sempre que as dimensões económicas não encontraram resposta, a ideologia foi sendo arremessada para justificar quer as faltas quer os excessos. Se existiu um Estado-membro que melhor soube tirar partido das fraquezas congénitas da UE, esse parceiro foi o Reino Unido. Se existiu um Estado-membro que buscou tratamento diferenciado dentro da continentalidade europeia, esse colega foi o Reino Unido. Se existiu um Estado-membro que nunca abdicou da sua irmandade transatlântica com os EUA, esse camarada foi o Reino Unido. Enfim, podemos afirmar, de um modo equilibrado e desprovido de paixão, que o Reino Unido talvez não tenha feito a sua quota-parte para aprofundar o processo de integração. Na hora do divórcio e da penosa separação de águas, todos estes elementos de sentimentalidade nacional e europeísta serão colocados em cima da mesa para o estabelecimento de novos acordos de associação. Embora seja uma contradição suicida, resta exigir o seguinte à UE por forma a atenuar as dores de separação: onde está o Comissário das Saídas da UE? Será de prever que semelhantes casos de despedidas venham a ocorrer. E seria bonito, que na sua hora final, a UE demonstrasse algum decoro, alguma competência.

Migration and Integration (special focus on refugees) - as a participant in this panel, these were the ideas I organized and intended to present in the discussion. I was somewhat censored. Here they are:

 

  • The Political, Economic, Financial, Cultural, Linguistic, Religious, Ethnic, Historic, Humanitarian dimensions as intertwined vectors of Migration, Integration and the Refugee condition. How to dissociate one from the other? How to establish a hierarchy of importance in the light of the urgency/emergency? And what about the answer to the complexity of the challenge? – ETHICS – the moral obligation to find solutions that go beyond conventional politics, ideology. And ultimately, in the light of the ideal of a UNION model, is Migration and are the Refugees part of the construction process?

 

  • Instead, although cynically, one may already coin the challenge as being a clash between the model of REFUGEE ECONOMICS and DOMESTIC POLITICAL ECONOMICS, and the importance of gaining the favour of public opinions. Do refugees stimulate growth in the economies of arrival, bearing in mind the pan-European crisis and the already overstretched capacity of policy makers? Does the Refugee theme further the goals of domestic extremism?

 

  • Soros mentions a $45 billion dollar price tag over the next three-five years to formally integrate the flow of refugees in terms of employment, basic income support, housing, healthcare, etc…

 

  • In Germany´s case that would amount to 0.5 % of GDP; for Austria 0.3% and Sweden 0.9 % - so the question is how to establish financial parity amongst EU member-states? Is a human quota system feasible and ethically acceptable?

 

  • Is Europe or is the European Union the final destination of migrants or refugees, or is there hope for these peoples to return to their homelands? Is Greece becoming a distorted Ellis Island? The friction point of an array of ailments that have hindered the EU integration process? Is fence politics growing and mutating into something far more sinister?

 

  • Meanwhile, Austria's interior minister, Johanna Mikl-Leitner, announced plans by her government to launch an advertising campaign in Afghanistan — including billboards, TV ads and public bus banners — to discourage Afghans from trying to reach Europe.

 

  • And how can one condition/shape the policies of non-EU member states, such as Turkey? The Turkish government will now be consulted as to whether it´s prepared to close its borders to illegal migration.

 

 

  • The more we realize the European solution is not making progress, the more we have to depend on national measures. – Bavarian Governor Seehofer.

 

  • And he goes further to claim that significant portions of the Schengen Agreement, the Dublin Regulation, the asylum Law and the asylum article in the German Constitution are not being observed or even implemented.

 

  • Or if we go even further in these considerations and focus on a larger framework, we could even state that the EU/Europe have fallen under the dependency of the foreign policy of actors that are not even European. We know that the deep roots of this crisis are linked to the new cold war conflicts that have emerged and are gaining shape in Syria or Iraq. The US and Russia, are in this manner, intensely linked to both ends of the very same problem. The origin of the conflict in Syria and the possibility of actively finding a solution to the crisis that´s spread to other territories – they must have a role in finding a solution the Refugee crisis. We are on the brink of a humanitarian disaster.

 

  • One must bear in mind Russia´s foreign policy intentions and the manner in which the Refugee crisis is being used to further hinder the EU. Not to mention ISIL´s agenda.

 

  • Furthermore one must consider NATO´s role, also bearing in mind its mission in international seas and as an active security player in the context of the unavoidable linkage brought to the fore regarding Terrorism and internal security issues. So NATO is also internalizing its operation, altering the nature of its role to accommodate a entirely different set of defence issues.

 

  • The link between the concept of refugee and the concession of citizenship. The American dream as opposed to the EU federal dilemma. One has not heard of this degree of relation between the two. The dream of all those that reached American shores was to become US citizens.

 

  • And if we wish to seek models of migration, integration and the consolidation of a Union, federal or not, one cannot help oneself from comparing the EU case from the American Union. To offer you a simple example; no one from California would question the Federal Governments allocation of resources to a poorer state, let´s say Arizona. The North-South divide that portrays the EU must be overcome if one wishes to achieve the Union condition.

 

 

  • Are Refugees to become a new form of currency? Tsipras just requested 480 million euros to deal with crisis that’s setting its camp in this debt burdened country.

 

  • Ultimately the question that the EU/Europe is facing is one with identity and historic implications. Is the European mainland supposed to be a stable entity or can it withstand the contagion of distinct lifestyles? We are witnessing a inverse, albeit distorted, form of migrant-colonization. The western governments simply cannot negotiate with non-existing partners, the governments of the countries where the bulk of refugees are coming from, are not abiding to the same political code, do not necessarily share the same values, and, in a more dire sense, have lost control over their peoples.

Portugal brinca com fogo

Não revelo a fonte aliada de Portugal que me transmitiu o seguinte: os portugueses julgam que se encontram à margem das reais intenções do Estado Islâmico. À medida que os "hard targets" trancam as portas e apertam o seu grau de vigilância, os "soft targets" sobem na classificação de alvos apetecíveis. Portugal, de acordo com esse critério, preenche os requisitos da efectiva tangibilidade. Está à mão de semear. A mentalidade colectiva sempre reforçou a falsa premissa - isso é lá com eles. Mas existem mais pedras no sapato. As guerrinhas domésticas, que afligem os organismos e as estruturas, alegadamente com responsabilidades maiores na implementação de modelos securitários. As quezílias e dissabores que parecem ter sido instigados pelas mais recentes decisões governativas confirmam os nossos maiores receios. O inimigo é doméstico. A politiquice é uma espécie de fundamentalismo que afasta e extingue a competência daqueles que deveriam implementar modelos de gestão de ameaças e exercer as suas funções sem o ónus das filiações ideológicas ou partidárias. Exige-se ao actual primeiro-ministro que saiba estar à altura da realidade geopolítica, que entenda que não temos tempo para brincar com fogo.

Common meanings are the basis of community. Intersubjective meaning gives a people a common language to talk about social reality and a common understanding of certain norms, but only with common meanings does this common reference world contain significant common actions, celebrations, and feelings. These are objects in the world that everybody shares. This is what makes community.

Common meanings, as well as intersubjective ones, fall through the net of mainstream social science. They can find no place in its categories. For they are not simply a converging set of subjective reactions, but part of the common world. What the ontology of mainstream social science lacks is the notion of meaning as not simply for an individual subject; of a subject who can be a “we” as well as an “I.” The exclusion of this possibility, of the communal, comes once again from the baleful influence of the epistemological tradition for which all knowledge has to reconstructed from the impressions imprinted on the individual subject. But if we free ourselves from the hold of these prejudices, this seems a wildly implausible view about the development of human consciousness; we are aware of the world through a “we” before we are through and “I.” Hence we need the distinction between what is just shared in the sense that each of us has it in our individual worlds, and that which is in the common world. But the very idea of something which is in the common world in contradistinction to what is in all the individual worlds is totally opaque to empiricist epistemology.
